This is a Mopar Performance accessory for the Chrysler 2.2L/2.5L SOHC engines, including:

These were popular among Shelby Dodge and Turbo Mopar enthusiasts because the stamped steel valve covers could distort around the bolt holes, leading to oil leaks. The reinforcement straps spread the load across the cover and help maintain a better seal.
 
Why it was offered
When enthusiasts increased boost or removed the valve cover repeatedly for cam adjustments or maintenance, the valve cover flange could warp.
